Infra-Red with arduino

I am trying to build a universal receiver transmitter with an arduino. Basically, I want to understand first how the IR protocol works on normal remotes. Is the signal transmitted modulated to a particular frequency? I heard it is 38kHZ
I actually wanted to build it using discrete components.or at the very least a simple IC. Would using an op-amp to demodulate the signal or modulate it to transmit be logical? Instead of using an op-amp, I would prefer to an IC, is there an IC that does this modulation/demodulation?
